Overview: Within CO+I, Data Center Delivery (DCD) is responsible for the delivery of Hyper Scale Data Centers for the Microsoft’s cloud business. Within DCD, the Datacenter Construction Build Management (DCBM) team are responsible for DC IT Fit out and Lease Construction delivery. The Data Cantre Integration (DCI) team manages the IT Fit-Out of Data Centers and the Lease Construction Management (LCM) team is responsible for safely overseeing delivering Lease datacenter capacity from contract execution to the contracted Ready for Service (RFS) delivery dates As EMEA Lease Construction rapidly expands in existing countries and into new geographies, with existing and new Lease Providers we, LCM, are seeking a Regional Lessor Performance Improvement Manager to work with each Lessors to ensure that they are implementing Project Management best practice, LCM/DCBM oversight and reporting requirements and adequately set up to safely deliver quality compliant projects on time. They will work with the LCM, DCBM and other stakeholders in the developing and implementing these oversight and reporting requirements. They need to have strong interpersonal, communication, planning and organisational skills, strong business acumen and the ability to self-direct in a fast-paced environment. This individual will need to demonstrate a strong background in DC (70+MW IT Load) or equivalent industrial facilities delivery across at least three countries, preferably in EMEA or AMER. They will need to have had relevant client facing business unit and onsite construction management experience and have a Construction Management, Architectural or MEP background. In alignment with our Microsoft values, we are committed to cultivating an inclusive work environment for all employees to positively impact our culture every day.QualificationsDegree or Equivalent professional accreditation in Construction Management, Electrical/Mechanical Engineering or Architecture.Extensive experience in senior client facing EPC project management experience, or Client Facing and on-site construction Project Management experience and demonstrated progressive responsibility managing multiple concurrent DC and/or large (70+MW IT Load, and/or 80M+$) MEP intensive projects.Have a Construction Management, Architectural or MEP background.Have experience in managing a construction delivery business unit and being responsible for supporting the development of delivery frameworks and business OKRs & meeting delivery KPIs.Have in depth planning experience and understanding of construction schedules/programme’ s and risk assessment and mitigation planning.Proven ability to independently manage and drive project safety, schedule and quality, effectively report status, risks and issues and delivery and mitigation plans, work with internal stakeholders and influence cross-discipline teams and proactively support business development.Strong construction Health & Safety KnowledgeStrong Verbal and Written Communication Skills.English required.Additional or Preferred Qualifications These requirements include, but are not limited to, the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter. #COICareersResponsibilitiesThe Regional Lessor Performance Improvement Manager will work with the LCM team and other stakeholders to complete development of an ongoing initiative to establish a comprehensive set of LCM safety, schedule and quality delivery requirements and business OKRs and KPIs and Lessor construction delivery KPIs.They will systematically carry out a review of Lessor delivery KPIs.They will develop and expand an existing Lessor Programme Level conversations with all Lessors, through regular structured project delivery reviews, to ensure that Lessors delivery organization and EPC processes are adequately set up to meet delivery KPIs for existing contracted capacity and forecast delivery growth, and are consistently implementing our scheduling, reporting and quality requirements.Through Lessor Programme Level Reviews or where Lessors do not meet key KPIs, through formal Project Delivery Improvement Plan (PDIP) requirements, they will work with Lessors to ensure compliance in the following areas.SafetyCompliance with applicable Microsoft EHS policies/procedures and best practice.Management Organization/Management Systems.Control of High-Risk Activities. · Incident Trends.Schedule ManagementRFS predictability. (Contracted v Actual Ready For Service and Early Access dates)Compliance with Lease and MSFT schedule development, reporting, planning and risk management requirements and best practice.Compliance with Lease schedule delay notification, RCAs, mitigation, and recovery planning requirements.Implementation of Non-Recurring Charge and stipulated Lease Telecoms, telemetry, Integration and other stipulated Lease works in adequate time.Adequacy of the construction delivery and project support organisational structure, competence, processes, and development strategy. (Site, Regional, Global)Plan v Actual status tracking communication on testing and Commissioning on critical equipment (critical path)QualityA defined, implemented, supported and adequate Quality Control Process.Adequate document control process.Adequate portfolio lesson learned process.Submission and close out of Design Compliance requirements in adequate time.Extent and management of commissioning (Issues Resolution Log) and CSA Snags/Punch List items.Compliance with Exhibit E Commissioning Requirements; progressive timely demonstration to allow informed assessment for commissioning level.Commissioning RCAs; timely and quality submission to allow informed assessment to be made to move to next process stage.Compliance with post RFS requirements to issue as-built and warranty documentation and commissioning reports.They will, if required, be expected to support LCM growth by working as a Lease Construction Manager for a metro or region, where they will be accountable for assessing the Lessor construction capabilities, overseeing construction delivery, managing risk and coordination with internal stakeholders to ensure safe delivery to the agreed RFS dates.Project Management responsibilities where required will include:Reviewing the submitted Lease RFP/SOQs and working with the Lessor to ensure the inclusion of a compliant realistic schedule and an adequate project delivery organisational structure.When the Lease has been executed, setting up and managing, on site and remotely, regular Lessor reporting forums to Microsoft Lease PM and Internal Stakeholders to assess safety compliance, construction and commissioning progress, quality and design compliance, understand and manage risk and change and coordinate with all internal stakeholders including;Coordinating with the Site Selection Team on SOQ compliance and Lease Contract AmendmentsCarry out site safety walks and coordinate with the Lessor to ensure adequate competent Lessor oversight is in place, incidents are tracked and RCAs completed. Coordinate with the Microsoft Collaborative Planning & Safety Teams on setting up CP and Lessor site visits.Coordinating with the Commissioning Manager to ensure visibility and support for the Independent Commissioning Agents Level 4 and IST testing.Coordinating with the Integration Manager and supporting Integration IT fit out.Working with the Lessor to define Risk and Lessors risk mitigation plans and advising High Confidence schedule delivery assessments and delivery risks to the End To End Team and other stakeholders.Being a relentless advocate for safe working practices. It is expected that she/he will demonstrate purposeful presence in every engagement.
