<p>The NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).</p> <p></p> <p><strong>NTPF function under the Fair Deal Scheme</strong></p> <p>The NTPF negotiates with proprietors of private and voluntary registered nursing homes (on behalf of the State) to reach agreement in relation to the maximum price(s) that will be charged for the provision of long-term residential care services to Nursing Home Support Scheme residents. As part of this function, the NTPF enters into "Approved Nursing Home Agreements" with registered private and voluntary nursing homes (circa 425) to record the maximum price(s) negotiated. The NTPF provides the HSE with the details of all prices agreed in Approved Nursing Home Agreements.</p> <p></p> <p><strong>The Role</strong></p> <p>Under the Nursing Home Support Scheme Act (Fair Deal), the NTPF is the designated body to conduct negotiations and agree pricing arrangements with private and voluntary nursing homes. The successful candidate will have a key role in relation to the management and administration of this function, including:</p> <ul> <li>Lead person on management of the activities, outcomes and key issues in respect of carrying out price negotiations with private and voluntary nursing homes for the purpose of the Nursing Homes Support Scheme (NHSS) or “Fair Deal.”</li> <li>Leadership role in the management of the Contract Managers and Administrative support.</li> <li>Supportive decision maker on price negotiations with private and voluntary nursing homes for the purpose of the Nursing Homes Support Scheme (NHSS) or “Fair Deal” and fulfilling legal function in relation to same.</li> <li>To carry out duties and responsibilities as assigned.</li> <li>Work closely with Strategic Support team on development of systems and processes.</li> </ul> <p></p> <p><strong>The Current Priorities for the Regional Manager are as follows;</strong></p> <p>The principal role of the Regional Managers will be to work closely with the Contract Managers and Strategic Support teams to develop and ensure that the role of the NTPF under the Nursing Homes Support Scheme Act (2009) is fulfilled to the required standard.</p> <ul> <li>Lead and support contract managers in carrying out their role, identifying training requirements and developing support structure.</li> <li>Design and development of internal processes and systems, and provide training to staff in relation to same.</li> <li>Negotiate pricing and other arrangements with a preassigned cohort of private and voluntary nursing homes participating in the Nursing Homes Support Scheme.</li> <li>To report to management on the activities, outcomes and key issues arising from this role.</li> <li>To ensure that the process and output from NTPF’s role provides value for money for exchequer funding and that the activities are carried out with fairness, transparency, efficiency and effectiveness.</li> <li>Gaining an understanding of the financial and business operation of each business.</li> <li>Engage with nursing home management by way of face to face meetings and in writing in order to discuss the NTPF pricing criteria and agreed maximum rates as part of the Fair Deal scheme.</li> <li>Attending to all administrative matters arising out of discussions with each nursing home.</li> <li>To participate in the development and implementation of information systems with particular reference to nursing homes.</li> <li>Manage and implement best practice in public service values when engaging with nursing homes.</li> <li>To carry out duties and responsibilities of a similar grade.</li> </ul>
