TUS - Vice President of People & Organisation - Athlone, Ireland - Mazars Technological University of the Shannon (TUS) is Ireland's third technological university and home to 15,000 students and a staff complement of approximately 2,000, full-time and part-time, across seven campuses in Athlone, Limerick, Thurles, Clonmel, and Ennis. Established on October 1, 2021, TUS has a strong regional focus and is a key driver of development and investment across the Midlands and Midwest. The new networked university, linked by the River Shannon, borders on almost half of Ireland's 26 counties and will provide unprecedented levels of access to higher education. In February 2024 TUS became a QS* 5 Star university, having achieved the highest possible number of stars to become one of the top-rated universities in the world . Role Summary Vice President of People & Organisation is a key role within TUS and the purpose of this role is to lead the strategy, operational planning and managing of the Human Resources operations, activities, programmes and staff, including the EDI and Transformation and Change functions. This will be achieved through alignment of processes that will improve the employee experience through the HR lifecycle while maximising technology and systems enablement. The VP of People & Organisation will demonstrate a professional and engaging style and facilitate effective communications and relationships with colleagues across the organisation. Reporting to the President or their designated nominee, the position requires a collaborative and supportive approach to the development of services and processes, embracing continuous quality improvement and the implementation of changes necessary to achieve organisational objectives and alignment. Key responsibilities The role of Vice President of People & Organisation will be responsible for, but not limited to, the following: Strategy & Operations Lead the development of a people strategy and annual operating plans for the function / organisation as required Be responsible and accountable for the strategic and operational delivery of the HR function and the full remit of services it provides Provide clear leadership and a focal point for Senior and Frontline Managers in the performance of their people management activities Contribute to the overall development of the organisation and its services Ensure the development of a robust engagement strategy for the organisation that supports attraction and retention of talent and the culture enhancements required of the strategy Implementation and oversight of appropriate headcount management and workforce planning methodologies, controls and related processes ensuring adherence to agreed baselines and funding Work closely with the President or their designated nominee in identifying and implementing organisational development approaches throughout the TU Be accountable for decision-making based on the interpretation of timely data metrics and agreed KPIs working with the data analytics function to develop appropriate datasets Build the brand of the HR function and its reputation across the organisation Ensure the alignment of the HR structure and functions with the TUS Strategic Plan Lead on industrial relations and employee relations matters across the organisation Monitor interpretation at local level of nationally negotiated agreements, to prevent uneven interpretation and the setting up of unauthorised precedents Ensure that all staff are fully aware of agreed conditions of service and that these conditions are applied Be responsible and accountable for the provision of consistent and timely data metrics and delivery against agreed KPIs Ensure the implementation of a robust operational meeting structure that drives responsibility and accountability With HR colleagues and stakeholders contribute to the design and implementation of contemporary approaches to attraction, recruitment and selection Oversee the development and implementation of a competency-based HR system to include performance management, probation, recruitment and selection processes Develop a Transformation and Change function that supports the needs of the organisation in its transformation to the new senior level structure Lead the development and roll out an employee health and wellbeing programme that proactively supports the needs of all stakeholders and leverages the various resources that are available to the TU Lead the development of TU people policies and procedures Lead, develop, and organise the EDI function within the TU, which includes EDI policy development and implementation Develop and deliver strategic EDI action plans, take responsibility for key end-results and ensure that the plans support the TU's overall strategy People Management Provide leadership for the team and ensure an effective learning environment in the delivery of professional HR services as appropriate Promote an environment that is conducive to the development of best practice, enhances staff retention and promotes good industrial relations Maintain a high level of staff morale, promoting good communication, team spirit and job satisfaction among members of the multidisciplinary team. Strive to ensure that staff are accountable, responsible and have authority to practice and manage within their roles Play a role in the recruitment and selection of staff for the service Ensure that all new staff receive an adequate orientation and induction programme, have a clear understanding of their duties, responsibilities, and standards of performance at all times Ensure the team are effectively supported with annual reviews and the development of personal development plans Comply with all HR system and policy requirements Create working environments and cultures where every individual can feel a sense of belonging and is empowered to achieve their full potential Learning and Education Provide professional and personal development opportunities for all staff working with the function to develop an appropriate programme of learning and education based on a planned (individual, department and organisation) training needs assessment Take personal responsibility for own professional development and keep up to date with evidence-based practice and research Attend and participate in relevant staff development programmes on an ongoing basis and share knowledge with other staff members Assist in the training of colleagues where required Quality Improvement and Risk Management Engage in all governance processes across the organisation as appropriate Ensure compliance with all relevant guidelines, policies, procedures and relevant legislation and regulatory requirements Participate in the continuous review and evaluation of policies, guidelines and existing practices through regular audit programmes and review, engaging with stakeholders where required Lead in promoting a culture of continuous quality improvement across the organisation Be aware of the core objectives, standards and key performance indicators for the service and contribute to the monitoring of performance against these standards Participate in the requirements of the organisation's risk management programme The Person The successful candidate must be able to demonstrate evidence of: Postgraduate qualification in HR, organisational development, or other relevant field Minimum 5 years HR experience operating at senior level Experience developing and implementing HR & organisation development strategy Strong industrial relations / employee relations experience Demonstrable experience in the implementation and use of HR technologies The successful candidate may demonstrate evidence of: Excellent organisational and analytical skills with strong attention to detail and the ability to identify solutions. A positive, enthusiastic, flexible and proactive approach to work allied with an ability to deliver. Ability to prioritise and manage workloads and to cope with conflicting demands.
