Job Description Harmony Residential Care is seeking to recruit a HR Officer to join their team based in Portarlington Reporting to the CEO, the successful applicant will support and assist in driving the HR agenda, providing insight and guidance to the management team and support a broad remit of HR functions associated with onboarding and employee life-cycle requirements. This successful candidate will work as part of a multi-site team and will assist in managing the developing HR Policies & Procedures as well as their implementation and administration. The role will have day to day responsibility for the administration of HR for Harmony Residential Care, under the guidance of the CEO, as well as providing advice and guidance to Senior Management team on all HR related matters as required. The position represents an excellent opportunity for an individual to join our Organisation which is currently in a phase of expansion. In line with this there will be a requirement to stay up to date with updates in employment law and best practice in policy development in order to provide the highest quality of HR delivery to our managers and employees. The salary is based on €55,000 pro rata based on 20 hours per week - Hourly rate €26.44 About The Role Key Duties and Responsibilities Assist in the management of all recruitment, including onboarding, for the company including local and international applicants as well as liaising with service providers in this area Oversee management of all candidate paperwork and pre-employment clearances associated with the recruitment process and ensure alignment with GDPR, HIQA and TUSLA requirements. Case manage employee relations issues ensuring the appropriate policies and procedures are followed and issues are managed to a successful conclusion. Contribute to the development of policies and procedures ensuring compliance with legislation and best practice requirements. Drive the consistent application of HR policies and procedures throughout the service. In conjunction with the CEO oversee the implementation of initiatives, providing guidance and support to colleagues as required. Provide advice and counselling to Management on employee and HR policies and procedures, as and when required. Compile and report on key HR metrics across the organisation. Audit staff files, ensuring compliance with employment legislation and industry standards. Support and contribute to the development of workforce plans. Assist in the management of any employee relations including grievances, investigations, disciplinary Keeping up to date in respect of current trends in HR and employment legislation. Assist in the preparation of submissions to third party bodies such as the WRC. Ensure positive working relationships with employee representatives and a pro-active approach to employee relations in the service. Maintain the highest standards of confidentiality in respect of issues pertaining to HR. Cultivate and contribute to a positive, healthy and engaged workplace.   Experience & Qualifications A diploma or degree in HR Management (CIPD) A minimum 2 years’ experience in a fast-paced HR Department. Solid working knowledge of employment legislation Approachable and confidential with excellent rapport building and conflict resolution skills Highly organised with excellent attention to detail High level of drive; resilience and self-motivated with a positive attitude Sound judgement with an innate ability to draw logical conclusions and put forward appropriate solutions.
