The mission of the Department of Finance is to lead in the achievement of the Government’s economic, fiscal and financial policy goals, having regard to the goals set out in the Programme for Government - Our Shared Future. The Department’s Statement of Strategy 2023-2025 sets out the Department remit and the framework within which the Department will advise, design and implement Government policies to support economic advancement and to ensure fiscal sustainability in the years ahead. The Statement of Strategy provides the context for the work of the Department and outlines in detail the key challenges and opportunities facing it in this period. The Department is now at a point where it is opportune to restructure the Tax Division to further deliver effectively on its strategic goals. This has become necessary arising from the outcomes associated with the implementation of the Programme for Government commitments, the critical importance of tax policy in underpinning the revenues raised by Government in funding the services of the State, as well as the on-going dialogue on international and corporate taxes which will be pivotal for Corporate taxation policy at national, EU and global levels. Accordingly, the Department intends to reconfigure its Tax function into two new Divisions and is now recruiting for two new senior posts. The Head of Domestic and Indirect Tax Policy Division will oversee the Division where key responsibilities will span a wide range of tax policy functions.   The successful candidates will have: A proven record of accomplishment as a leader and senior manager, leading teams; An understanding, or the ability to acquire an understanding, of the Department’s range of responsibilities at national and/or international level as required; An appreciation of the key issues associated with the formation and implementation of taxation policy in the relevant areas associated with the role; A proven capacity to provide sound advice to Ministers, steering a strategic direction, and understanding how the responsibilities under their remit impact the wider public policy and political context; The capacity to negotiate and deliver on matters of national strategic importance and public policy and relate effectively to the political process and environment in driving Government priorities in legislation and policy; A track record in developing and presenting major policy options, securing political agreement to them and taking them forward.   These are Top Level Appointments Committee (TLAC) positions.
